Private Sector Leasing Checklist

Why might it be of interest?

Simply as a list of things you might want to consider when your young person is moving into supported living or independent living in the community.  Your landlord should do all the necessary checks but this might give you some ideas of what you would like to check up on yourself.

 

Private Sector Leasing: pre letting check list

Properties don’t have to be excluded if the answer to any questions is no but if so, we need to either undertake works to make the property safe and local management need to be aware and have risk assessed before agreeing to provide support at any particular location.

1. Are there smoke alarms?

This is required where there is a sleep in or waking night and recommended in all properties.

2. Are there carbon monoxide detectors? 24/7
3. Are there 2 exits? Whilst not a deal breaker, this is the ideal set up for all tenants
4. Is the only fire exit through kitchen or utility room? This is a concern as these areas are likely seats of fire.
5. If there is only one exit route, is it protected by fire doors with smoke seals?

If not, will the landlord give us permission to fit some?

6. Does the prospective tenant have mobility issues?

If they are a wheelchair user, their bedroom must be on the ground floor. If possible the bedroom should have French doors with a ramp outside for ease of exit in an emergency

7 Does the prospective tenant have mobility issues or behaviours that challenge? Fire doors maybe needed on bedroom doors in this situation to allow the tenant to be hoisted or for additional time to support the person to evacuate. 24/7
8. If fire doors are in place, are they FD30 or FD60 and fitted with intumescent smoke seals? 24/7
9. Is there a fire blanket? This is recommended in every kitchen. Extinguishers are not required. 24/7
10. Can the tenant recognised if the water is too hot, and/or that hot water can hurt, AND physically remove themselves from water that is too hot? If the answer to any of these is No then TMV3 are needed – on bath and shower (not needed on wash basins or kitchen sink). ONLY IF WE BATHE THE PERSON
11. Is the tenant a wheelchair user? If so are corridors and doorways wide enough to accommodate a wheelchair?
12. Is there storage space for the wheelchair?
13. Do door steps make entrance and exit difficult for wheelchairs and trip hazard for staff?
14. Is there enough space for tenants to be safety supported when challenging behaviour is likely? 24/7
15. Is there a current gas safety certificate (every 12 months) and electrical wire test (every 5 years) for the property? 24/7
16. Is the cooker gas or electric? Would the tenant require gas cooker with a flame safety device? 24/7

 

17. Do any of the internal doors have safety glass? Is this safe for the tenant/staff if the tenant has challenging behaviour?

Where possible check if white goods/installations are safe, in good condition and fully operational. Is the property in good decorative order? 24/7

Check inside kitchen and bedroom cupboards, under sink to ensure that cupboards and fittings are safe and secure and there are no hidden repairs or damage inside.

Is carpet secure and clean or floor covering clean and in good condition?  

 

21. Do windows and doors open/close are secure?

Are taps on bath/sinks in good working order? Does the shower work? 24/7

 

23. Do the electrics work? Are there any exposed wiring that can be seen?
24. Is the external environment suitable and safe for tenant? E.g. adequate fencing/gate and level garden if tenant has mobility issues.
25. Garage – outhouse? are the lighting/power points safe and in good working order. Can doors be opened easily and are secure?
26. Is there a holding fee to be paid?
27. Is there a hot and/or cold water tank?
28. Is there a cellar?
29. Has there been major works/change of use to the property which required planning permission or building control sign off? If yes proof of sign off will be required before lease can be signed.
30. Is the landlord able to produce RAMS for all contractors they use OR can they obtain them from their contractors ?
